In this scenario, removing the third-party "Intel Rapid Storage Technology" application is the key fix.
The driver should remain on your system as a result; simply uninstall the third-party program that the driver uses as a "control panel" (and that consumes all of the CPU resource):

1. Remove the application "Intel Rapid Storage Technology"
Remove this entirely from your system as a first step.
It's extremely easy to do this:
Select "Start" > "Control Panel" > "Programs & Features" on Windows 7.
Right-click the "Start" button in Windows 10 and choose "Apps and Features."
Scroll down to the entry for "Intel Rapid Storage Technology" in the list that appears (in both cases), choose it, and then click "Uninstall."
